KAPE is a well established Cambodian NGO in the Education sector. It focuses on improving the access and quality of education for poor and vulnerable children, including minorities and children with disabilities. KAPE works on 10 different education programs in the basic education sector, focusing mainly on the eastern provinces of Cambodia.

KAPE programs cover over 276 primary schools and 63 secondary schools. Direct child beneficiaries number well over 100,000 children and several hundred teachers. Activities range from implementation of the Ministry of Education, Youth and Sport's Child Friendly Schools policy, to Girls' Education and School Feeding. KAPE scholarship programme, originally set up to support girls through primary and in to lower secondary school, has most recently been expanded to include tertiary level institutions.
KAPE aims to work with government, communities and other stakeholders to empower vulnerable children and youth to achieve their own right to a quality education through innovative approaches. KAPE has 15 donors that range from bilateral organizations such as USAID to international organizations, such as Save the Children and World Education to private foundations such as The Asia Foundation and Terre des Hommes. 

In order to support and promote the above-mentioned projects to succeed KAPE mission and vision, KAPE opened the one position to advertise its project activities to the public and the world by selecting Mr. Oeur Sawin to perform as the Communications Officer in collaboration with communications adviser, executive director, KAPE management and staff, CO undertakes the following tasks: (1). He reviews past work in the development of KAPE communications materials. (2). He reviews and becomes familiar with the various projects undertaken by KAPE, the policies currently in place as well as how they affect standards for communications materials (e.g. Child Protection Policy, Gender Policy). (3). He works with relevant KAPE Management team members to produce the KAPE annual report (in both English and Khmer) using data compilation and design methods developed for and used by KAPE currently, while always continuing discussion with adviser on possible improvements. (4). He engages and builds rapport with Managers and Section heads by informing them of new potential productions in order to request assistance in creating content for communications materials. (5). He works in tandem with the Capacity Building Team to conduct short training sessions for KAPE staff specific to improving their skills in the project communications. (6). He updates website and Facebook page periodically using news articles (compiled from others or drafted by the officer), cash studies, reports, and any new materials that have been developed and may be useful to share on the KAPE website and Facebook page, assume role of Web Master (if skills permit) or continues work with website designer. (7). He work with adviser to develop storyboard, outline, script and design for informational videos about KAPE and its various activities. (8). He develops materials as and when deemed necessary to further KAPE's interest in conveying its work, bearing in mind the target audience. (9). He advocates and educates staff on complying with standards developed with respect to the methods used to convey KAPE's work. (10). Manage and use KAPE's official communications email address below and respond to all correspondence or queries on matters relevant to communications. And (11). CO is, when required, assigned other tasks that supervisor request.

YOUTH RESOURCE DEVELOPMENT PROGRAM(YRDP)
Publication and Communication Unit Senior Assistant (PCUSA)
Started from March 2011 to January 2012

YRDP is one of the popular youth NGOs in Cambodia since 1992. It was required to change the old habits of planning and working in responding to the new institute’s vision, goals and missions with the qualified accomplishments.

After resigning from CamIU for more than 2 months, Mr. Oeur Sawin made a decision to continually use and improve his capacity to apply for a job at a non-government organization called “Youth Resource Development Program (YRDP)” on 20th February 2011. He was suddenly invited to have an appointment for interviewing on 25th February 2011. He successfully passed the interview and started a first three-month job probation period at the beginning of March. He finally completed the organization projects until the end of 2011 in cooperation with the contract approval.

He was reached to take the position of publication and communication unit senior assistant (PCUSA) in charge of various tasks assigning with one assistant and four volunteers. Performing this position, he had to effectively and efficiently coordinate the activities of the Publication and Communication Unit and to ensure that the implementation of the YRDP program followed the organizational philosophy and achieved its goal and objectives. He had to alleviate and accelerate the speed of task performances in PCU.

He led, supervised and monitored the team of newsletter volunteers writing articles and helped propose topics and edit their articles. He established and coordinated the PCU to compile and distribute bi-monthly newsletter to the target groups. Particularly, he communicated with media to invite them to attend in the organizational program activities and events to publish and host their program activities on papers and online to the public. He cooperated to update and maintain website and update the media database.

In addition, he assisted to develop brief reports on events on website and publish on newsletters and join in conducting surveys on target group needs and issues for evaluating projects. He researched YRDP program impacts with youth issues and coordinated to produce documentaries about YRDP in partnership with companies by creating YRDP’s video storyboards, book of success stories and summarizing reports. He reviewed, edited and printed YRDP's publications for proofreading. At YRDP in his free time, he spent time to consult with youths who were from different universities to analyse about the social issues and latest news both in Cambodia and other countries.

In term of taking his position, he redeveloped website layout and monitored Facebook news and feedback from youth to write reports as required developing the program activities. He cooperatively worked with his assistant to record and report to write articles to post on website and Facebook. Moreover, he joined in producing annual summary report for public and captured videos and photos during the events were happening for program activity photos and videos in order to make documentaries and create video clips of YRDP.

He participated in the Executive Committee of YRDP as required such as the staff and strategic plan meetings, workshops, field practice with program units, youth events, youth forums and NGO conferences on purpose of undertaking communications and marketing tasks especially he worked with and moderated Printing Houses to publish the YRDP’s achievements. Surprisingly, he facilitated the media workshops on how to work effectively with media organized by PCU with a priority from YRDP. Every strategic plan session, Sawin had to do the presentation for his unit proposing new ways to implement the future projects and found out the past lacks of the unit.

More tasks to collaborate with other program units (YEU, YCDU and EITCCU), he assisted program units to promote their programs to public, supported and participated in some events of program units (Annual Youth Forum, Culture Day and International Youth Day,…etc.) by capturing videos and photos with articles for posting. He produced articles about the activities of program units for newsletter, Facebook and website. For example, he went to join in the exchange program between YEU’s and YCC’s youths in Siem Reap for three days, 1-3 September 2011. He captured videos, photos and wrote the activity article to post on website and Facebook. Nevertheless, the most importance was the activity report to be issued and informed to the stakeholders, public and donors about what the organization has been doing.

Assisting Youth Learning Centre (YLC), Sawin supported librarian, Mrs Sak Sokha, to manage and update Library to install book database, make x-stand and internal rule for youth to read. He had to discuss with deputy director, Librarian and volunteers for recommendations to improve the library environments and decorations to attract youth to attend in using YLC’s materials. On the other hand, he helped install book codes, print book code badges and arrange books on the selves. He undertook communications with bookshops to sell YRDP’s books. He closely worked with librarian to make sure all PCs turned off safely after work hours and report to deputy director what feedback made by the youth who attend in YLC.

Participation in activities for improving the quality of the YRDP Programs, he wrote reports of extra YRDP events and meetings as required. He assisted to translate some basic documents in English and Khmer. He researched significant documents and methodologies for improving own capability, for team and for the organization. He assisted to communicate with NGOs, associations and other institutes for exchange experience and seeking partners who have similar goal, vision and philosophy as YRDP and worked with university students.

CAMBODIAN INTERNATIONAL UNIVERSITY (CAMIU)
Marketing & Graphic Designer
Started from April 2010 to November 2010

After he resigned from MSD for his purpose of continually studying a vocational training course related to publishing and designing, Mr. Oeur Sawin just arranged his application to meet the director of CamIU for job discussion but he was appointed to work in the full-time job of the Marketing Research and Graphic Designer in charge of art designing various advertising layouts including leaflets, brochures, billboards, banners, book covers, name cards, tabloids, vouchers, coupons, receipts, memos, frames, logos, stamps and other relevant documents. For another duty, he did the other university researches with his rapport to find out the weakness and strength to better improve Cambodian International University. His rapport was Mr Chea Sopheap, the Head of Foundation Year Program, cooperated to collect curriculum information on the purpose of comparing and evaluating the quality educational procedures.

Sawin recorded some activity videos and snapshotted photos in classrooms and formal ceremonies to be prepared for publishing advertisements and documentations. He designed layouts for the Business Development Manager and the president to check before transferring them to marketing department to take action. He assisted president to create the internal documents and prepare curriculums and official letters. He mutually went to the Department of Higher Education and University Association for official document purposes.

In addition, he attended in a workshop of the full-bright programs held by the University Association at the Cambodian-Japanese Cooperation (CJCC) Building in Faculty of Foreign Languages of Royal University. It was also attended and presented by the Ambassadors from USA Embassy with a warming speech in sharing histories of full-bright program founder. He attended in the short-training course learning how to use wireless white board with wireless marker as lecturing. Particularly, he was responsible for translating internal regulations and curriculum procedures in both English and Khmer. He more designed layout drafts of brochures, banners, posts and other designs submitting to the President for recommendations and approval. He cooperated with the Business Development Manager, Pang Sodavith (Justine) and marketing manager (Mr. Mony) to develop advertisement. He also cooperated with his colleagues such as Mr. Chiv Veasna, the IT expert, Ms. Dane, the secretary & cashier to strengthen the work for CamIU.

In other events like graduation ceremony, educational expos, he participated in the graduation ceremony Year of 2010 held by the ELT institute at the National Educational Institute. He joined in the meetings of management board members and main managers. He was advised to share ideas for the better CamIU systems. He was so satisfied by the president, academic advisor, business development manager and marketing manager to encourage the previous achievements in designing achieved. He kept his commitment to cooperate with CamIU for long future communications even if he would never work for it.

Field Supervisor (FS)
Started from October 2006 to March 2010

When Mr. Sawin attended in a workshop on “Youth and Social Issues” at Pannasastrar University, he was met the man and recognized to have an interview to work for a private research company named MSD. He was successfully appointed to undertake the position of the general assistant for a few months but then he was improved to be the Field Supervisor (FS) in charge of managing, monitoring and evaluating various projects in market research. This position was required him to travel to work in fields in both cities and provinces such as Phnom Penh and other 22 provinces according to the projects assigned to conduct in any of the target locations. Most of the project surveys were mostly related to products consisting of logic questions with the interview length of 30 to 120 minutes. These projects were conducted in Phnom Penh (PP), Siem Reap (SR), Kampong Som (KS), Battambang (BB), Kandal (KD), Kampong Cham (KC), Takeo (TK), Prey Veng (PV), Svay Rieng (SV), Kampong Speu (KU), Kampot (KP), Kamgpong Thom (KT), Kratie (KR), Steung Treng (ST), Ratanakiri (RK), Mondulkiri (MK), Banteay Mean Chey (BM), Preah Vihea (PH), Pursat (PS) and Kampong Chhnang (KN).

Starting a project related to medicines was conducted in PP, KS, KC, KD and SR especially a poisonous chemistry product project survey in seven provinces such KP, TK, SV, PR, KT, SR, BB and PS. This project survey was focused on chemical elements to use for better crop and vegetables growth. In KD and KC were surveyed on chemical elements for vegetables only. The following project was focused on health productivity promotions which were to conduct in PP, SR, KS and BB province and project related to media conducting in PP, KU, KC, PS, BB, KC, KD and TK. The project related to economics conducting in PP, KC, SR, KS and KP. This project was focused on how the Cambodians performed their habits of listening to radios and watching TVs.

Particularly, the projects of the social development were considered to choose their target locations in PS, BB, KN and KD. The project of the real estate was conducted in PP. In each project, Sawin was planning to recruit part-time interviewers from universities to conduct the survey, for examples, project of IT consumptions was chosen its target locations in PP, BB, SR and KS. The project of the bird flu, Sawin was assigned to lead a group of interviewers to do in seven provinces such as KC, KU, BB, KP, KU, KT and KS.

Surprisingly, Sawin received a big project of the Retail Census 2009 focusing on food and drink products that were sold at grocery stores, street vendors, bicycle restaurants, eatery, restaurants, bars, clubs, minimarts, supermarkets, drink shops, wholesale outlets, wet markets, guesthouses, kiosks, hotels, Internet café and resorts. Mr. Sawin had to lead a group of more than 20 interviewers to implement the projects in PP, KD, KU, TK, PR, SV, KP, KS, BB, PS, KN, BM, KC, KT, KR, ST, RT and MK. After finishing field work in PP and KD, he went to lead a group of interviewers with two group leaders in starting project fireld in KC, KT, ST, RK and MK for more than two months before coming back to PP. It was so serious project because he went with his groups reaching any village in the evening he took a break in that village and then he continued from one location to another (KC to MK). The sky was always raining causing his group to be faced difficult situations to finish outlet counting on time. Most importantly as a FS, he had to plan field maps ahead. He deployed the interviewers to interview people during he was drawing maps in each location after contacting the commune offices. There were a lot of street vendors and grocery stores along the national roads and markets. It made his group slow the work speed because many stores just opened. Except MK, it required interviewers from PP to do because the KC interviewers reached their university schedule.

The project of cigarettes were conducted in PP, KU, KS, KP, TK, PV, SV, KC, KT, ST, KD, BB, SR and BM requiring the interviewers and group leaders to be patient by the reason that the smokers were mostly men and went to work outside until the evening they came back homes. Sawin encouraged his interviewer groups to try and spend their best working time to succeed finding the smokers by randomizing houses. There was another project related to soft-drinks and personal cares conducting in PP, KC, KR, ST, PV, SV, KD, TK, KP, KS, KU, KN, PS, BB, BM,  and SR. Mr. Sawin with other field supervisors divided locations to do. The next project was related to household materials conducting in PP, BB, SR and KS. Enjoyably, he was assigned to do a project focused on cooking food and beer testing conducting directly at the PP office. This project owner was from Japan so strictly and detailed. The beer mystery and auditing was extra project to conduct in PP only. This was referred to any chosen locations for survey and monitoring such as beer gardens, bars, restaurants, hotels, clubs, groceries, drink shops, supermarkets and minimarts. Another extra project was the petroleum mystery conducting in PP, KS, KP, TK, KD, KC, BB and SR by using cars and motors to implement. The purpose of this project was to check out the quality of each station services.

Restaurant project was conducted mysteries at the restaurants at the PP and SR international airports. Sawin with his colleagues conducted in different restaurants in one location. Another project, that Sawin was leading a group of interviewers, was related to vehicle model study. This project was conducted in PP, KS, SR and BB on purpose of finding a new concept to create popular models to serve the consumers in Cambodia. The condom awareness project was conducted in PP, KS, SR, KD, KK, KU and KC in order to make sure all the condom users were aware of it and feedback to others.

In the following days, the retail census was started again to count retail outlets 2011. He and his colleagues as the FSs conducted this project in PP, KD, SV, PV, KC, ST, KR, KT, SR, BB, KS, TK, KU, KN, PS and KP. GPS was a must to use in this project to automatically count products and saved to send to server online. He observed and double-checked the outlets where the interviewers already audited approximately 20 cities/provinces.

In deeds, after finishing one before starting a new project with different methods based on project requirements, he supervised field interviewers implementing projects by following them up and assessed appraisals for them when each project ended. He double-checked one or twice times per an outlet to make sure quality performances and logistics. He controlled incentive materials for respondent distributions in each project assigned. He directed Quality Control Procedures to ensure the accuracy of research result and led the field teams coming up with deadlines. Particularly, he was assigned to recruit and interview new interviewers in PP, BB, KC and SR provinces especially he communicated with universities and institutes to recruit students for project survey.

For more continual tasks, he trained field interviewers the projects and translated and revised questionnaires in Khmer and English (Excel). He conducted auditing, observing and mystery of targeted product outlets. He monitored field group leaders’ performances to ensure their field management of data quality collections.  He solved problems as occurred. He conducted in-depth projects related to Cambodians and foreigners where targeted villagers, village chiefs, commune chiefs, vets, company managers, common employees and NGO presidents. He implemented qualitative and quantitative interviews in PP, KD, KU, KN, PS and BB provinces using transport motorbikes. He contacted guesthouses and hotels in advanced booking arrangement for qualitative implementations in KC and BB provinces. Implementing projects at the fields, he contacted local authorities and villagers for cooperative supports. Sometimes he directly stayed in the rural and remote villages with his field interviewers to complete the projects.

Additional activities to search new product brands, he found out new brands for processing questionnaire verifications with drawing and planning maps for projects management especially the project Retail Census was to conduct again in PP, KC, KT, ST, RK, MK and other provinces to collaborate with his colleagues to implement the project.

During any arguments or complains happening in the project implementation period, he was to reflexively find out solutions to solve between interviewers and the respondents in the cooperation with the PP Head Office. He frequently made reports and feedbacks after finishing the projects submitted to MD and FM to ensure the projects coming up with deadline. He joined in the project meetings and relevant trainings. He summarized the feedback results from the project implementations.

Historically, in November 2007, he was invited to study tour in Lao for 3 nights and 4 days in order to have more exchangeable touring experiences in Lao. He went to visit Bolaven plateau surrounded by coffee farming fields alongside the roads to Tad Yueang and twin waterfall resorts, Pakse Market, Chhoeung Meck market, Phaphuong waterfall resort, Wat Phou temple, the Khone Phapheng Pearly of Mekong resort. He brought his notebook to record main information at direct sites. Many things were the Khmer Empire achievements there such as sculptures, temples, mountains, rivers especially Wat Phou which was extremely connected with Preah Vihea temple in Preah Vihea province. In the next year staff trips, he joined in the annual trips held by the company to visit and relax at Sihanoukville in 2008 and 2009 with nice drinks, sea foods and some reflection activities.

Thus his capacity was not fast improved he made a decision to resign from the company to continually study. He was appreciated by his company director and other colleagues to encourage and provide more motivated confidences in his job performances and other skills. They have promoted him as the one of the colleagues could bring a significant distribution to the whole work in team and individual with smooth and strong cooperation to accelerate the company image and services to be well-known in the local and international outstanding research company successfully. He has been an integrity, easy-going and hard-working man.

REPRESENTATIVE ASSOCIATION
FOR STUDENTS’ PARENTS (RASP)
Vice President (Volunteer)
Started from January 2006 to October 2006

RASP was an independent association having purposes of the non-profit, non-political and discriminatory races or religions. It was the local association initially founded by the students’ parents and university students to commit to take care of, observe, monitor and evaluate the children’s educational situations in Cambodia. It was the mobilized group where Sawin voluntarily cooperated to establish and work for in taking part of the country development. He was suddenly assigned and appointed to undertake the position of Vice President in charge of managing the whole association after Mr Long Tha, the president.

Working for RASP was not so easy because there were a lot of things to do especially the member registrations followed by the statute approved by the Ministry of Interior to implement its activities and should be opened annual workshop to make reports and raise the action plans and project proposals. He made solidarity activities with the parents and students to raise the association to succeed its missions and vision.

Particularly, he arranged petitions submitting to Sangkats (communes), Khan (district), Municipality of Phnom Penh and Ministry of Interior for the official purposes and easy to have cooperative support for communicating with public schools and to offer for monitoring, observing and evaluating the children educational situations. Due to the recent situations, most of the poor people’s children have dropped out of their schools. They have no money to pay for the teachers plus part-time studies and for spending on other relevant documents especially they have been forced to go far away from their schools for seeking jobs to do to help their family instead of school participations.

In this situation, Sawin with the President went to discuss with the local public school principles to find out the really rooted problems that caused those students dropping out of their classes. We just found out the problems alerted us to be aware of their family domestic matters and friend persuasions.

For the male students, they were advised by their friends to go out of their classes to play games. Sawin with the president Long Than and followed by other colleagues searched and counseled the dropped-out school students to let them go back to schools without any prejudice. For example, the two Khmer Muslim’s female students were approved by their teacher with our negotiations to go back to study at their schools in Sangkat Chraing Chamresh. Their parents were so happy and got them back to school. We were visiting the villagers indoor and counseling with them.

Sawin was setting schedules to train the active members to implement the RASP’s daily activities by enhancing them to go forward those activities to be fitted against the goals. He raised association with others such as to visit directly villagers and cooperate with the village chiefs for giving his delegates the smooth facilitations to work with the villagers peacefully with solidarity. In addition, he provided the ways of speaking, negotiating, solving and contacting the local villagers for RASP’s future permanent members. The trainees could visit people indoor and register members day-to-day with promoting the RASP’s missions and vision.

After training, they could solve problems for the members. However, Sawin attended in the official conferences held by some NGOs and Public Forums especially discussing in groups arranged by the Municipality of Phnom Penh in Sangkat Khmuonh to focus on the land divisions to the poor urban people.

For more accurate sources and issues, Sawin and the president conducted survey proposals related to the parents’ children’s educational concerns. The president Long Tha and he went directly to interview the people in Sangkak Ruessey Keo, Chraing Cham Reh and Sangkat Tuol Sangke for collecting data from the real field. They prepared in a combined report to be associated with the proposals to appeal for donations. This was required them to contact and communicate with the international and national partners to get technical supports and funds. By that time, there were volunteers from worker unions joining in the association activities with strong commitments and their best.

Moreover, Sawin was preparing official documents, arranging identity cards for them as the active members to confirm when they left their office to work in the field and easy to be recognized by the local authorities and village chiefs. Sawin assisted inputting data and making list of the association staffs and creating a blog. He opened a P.O. Box at the Cambodian Cooperation Committee (CCC) in order to get hot news and documents from various organizations. He personally shared his best to design, draw, print and cut the letters for decorating a big board on the front stage with 3 pictures of Preah Norodom Sihanouk, Preah Norodom Sihamuni and Preah Monineat Sihanouk beside the motto of The Kingdom of Cambodia underneath Nation, Religion and King.

Sawin developed the banners of the Representative Association for the Students’ Parents hanging over the front door. The President Long Tha cooperated to succeed this and to find out some funds to hire an office. Sawin and Sophal took their personal computers to share and work for RASP sometimes overnight time of work but they never complained of what they were doing because this work was also socially beneficial for them and helping the Cambodian students. The short-term courses were successfully opened by a few days later.

Sawin arranged meetings with BOD members to discuss about the action plans and daily activities to succeed the association especially he arranged ahead for president to take full-missionary journeys outside of the association with the international and national non-government organizations, expertise and technical supports. Eg he took a dialogue about the association with Dr. Mike, Australian, to seek the ways and proposals of raising funds. Then the next meeting was with H.E. Kim Sokha, the director of Human Rights Center (HRC). He led a group of delegates including Mr. Lann Sopha, Mrs. Tith Kim Srey, Ms. Nouv Sokhim, Mr. Ouch Thea, Ms. Sok Chanrasmei, Ms. Nou Chakriya and Ms. Hok Sophea to attend the discussion with H.E. Kim Sokha. They were warmly welcomed by the Director Kim Sokha and suggested some changes in conditions of the statute for a better internal development and be more professional.

According to the real needs, the President and Sawin were discussing about some funds to open short courses in English, French, Thai, Japanese and computer training courses because they had enough human resources to run such as Mr. Lann Sophal (IT expert), Mr. Yang Sovannara (the English Teacher), Ms. Nouv Sokhim (the English teacher for the element levels), Mr. Ouch Thea (the office program trainer of computer), Ms Chanrasmey (legal advisor). These training programs were scheduled for three shifts as the morning, afternoon and evening sessions.

Totally, Sawin was satisfied by his president and colleagues for his achievements in working for the non-profit association on the purpose of taking part in developing children educational sectors that those were the initiatives made by the solidarity university students and parents to take care of the children’s education. RASP has now focused on the health project to inject and cure diseases for the people in Khan Ruessey Keo in Phnom Penh. Its head office is recently located in National Road No. 5 in Sangkat Chraing Cham Resh II, Khan Ruessey Keo in Phnom Penh consisting of 3 other branches in the same area.

DEVELOPMENT OF DEMOBILIZED SOLDIERS AND THE POOR (DODSAP)

DODSAP was a non-government organization founded by the groups of Demobilized Soldiers, University Students and The Poor which was independent, neutral, non-discriminatory, religiously non-discriminatory and not involved with politics or serving as a political party. They worked for the social and public benefits with main objectives and goals in taking part in constructing Cambodia, to take part in enhancing democracy and human rights in the country, to improve the livelihood of demobilized soldiers, to improve the livelihood of the poor, to educate and train poor people, demobilized soldiers, and support them in religious matters, to cooperate with intra-institutions of the Royal Government of Cambodia and with international governments to restore Cambodian socioeconomic life, to use proper means of communications with communities and local and international NGOs to run the mission and objectives of DODSAP and to thoroughly do research into the real reasons for poverty and attempt to alleviate the problems faced by the poor and demobilized soldiers in particular.

Sawin voluntarily joined to found DODSAP with demobilized soldiers with his friend persuasions from universities and the poor who were willing to share their critical thoughts to run this NGO. He was voted to be the administrative executive to make and manage all types of admin documents especially the petitions and other organizational confidentialities. He was so active to prepare and share his best for training the active members in the organization. In addition, he participated in writing the project proposals for DODSAP focusing on weaving skills and household businesses. He joined in the discussion with an international consultant Mr. Chro Kosona who was a well-known expert in writing project proposals with surveys.

The board members and him were preparing group discussions and writing reports at Mr. Chhay Vina’s house for full-night and day. They worked overnight to succeed proposals on deadlines just one day remained later for submitting the project proposal to East West Institute. The participants in joining in the writing proposal were Mr. Pray Chhien, Mr. Chhay Vinna, Mr. Oeur Sawin, Mr. Chhneang Hour, Mr. Kim Sokhim, Mr. Sang Sam Oun, Mr. Yang Sovannara, Mr. Hom Sarath, Mr. Nou Kosal, Mr. Keo Savoeun, Mr. Un Sreng and Ms. Ngel Siye. They were given the samples of the project proposal by Mr. Chrov Kosona to quickly reach the deadline to submit the project proposal to the East-West Institute. The DODSAP representative and consultant were invited by the EWI to represent and respond various questions made by the EWI before it was to be approved the total funds as mentioned in the project proposals.

However, for daily activities, Sawin was training staff members how to prepare and report after they accomplished their work performances because it was accurate to push all of the active members to have full and confidential competencies in performing their jobs. Sawin joined in chanting and praying God peacefully, the Christian project.

For communication with the public and the private or international and national partners were always used English as a mechanism. Sawin was translating and interpreting alternatively with Yang Sovannara during workshops and official documents to find donors especially when the foreign guests were invited to join in praying God. Some foreign guests could speak Khmer and understand Khmer well that was less used English. After director and board members set the statute and other relevant documents, those were required to translate into English to represent with the donors on purpose of cooperative supports. To succeed the activities, Sawin, with his colleagues, communicated with the local authorities for smooth and cooperative supports to alleviate their work at the directly targeted areas. The communications was very important for DODSAP to be connected with other social networks.

It was not enough if only visiting the targeted people, Sawin started to design questionnaires to conduct the data collections in Sangkat Prey Sar and neighboring Sangkats where they wanted to know real problems that fitted to the DODSAP’s projects for the targeted people. DODSAP took its charity gifts to share with the local poor people. It was led by Mr. Sang Sam Oun with the organization officers Mr. Lao Sarath, Mr. Chhneang Hour, Mr. Nou Kosal, Mr. Keo Savoeun and Mr. Un Sreng.

Another important for him was to set the agendas and schedules to arrange appointments with the director for missions with international and internal non-government organizations to enrich images of DODSAP and fundraising purposes as well. Sawin contacted World Vision and other reliefs with Mr. Pray Chhien.

In addition, Sawin made regular meetings to ensure the action plans gradually progressed with quality. He attended in the conference at Cambodiana Hotel held by Comfrel with the local non-government organizations objecting on the empowerment of the local women and children in each target area. During this conference, he raised questions about the past experiences and recent issues to discuss in the conference taking a half-day period.

The recently local poor children educational system, DODSAP opened an English Training Course in the evening class at its head office in Sangkat Prey Sar. All the poor children were provided the opportunities to learn English freely and become literate children. The class was taught by Mr. Sang Sam Ol with Mr. Pray Chhiean.

In the administration affairs, Sawin was preparing official documents, identity cards and relevant documents for the active members. He helped set up the data collection survey with BOD members to be conducted with villagers in Sangkat Prey Sar and neighbouring Sangkats. He published posters, printed lists and activity photos to post on the notice board at the head office.

Recently, DODSAP is running the Christian projects in the Prey Speu village, Sangkat Prey Sar, Khan Dangkor, Phnom Penh led by Mr. Pray Chhiean. Just other some of founders have been busy in their personal businesses and work that could not be having them in this organization. But Mr. Pray Chhiean has still operated the organization with the world relief organization in supporting funds and technical materials. The Christians project has still been live in developing life of spirits.

Started from October 2005 to September 2006

Quest International was the global company which served the consumers the jewellery products and global software system (GSS) could bring the traders the space to the networking business. It was an opportunity that Sawin invested his money to trade with independent representatives in Cambodia and other countries. He started this networking biz with Mr. Prom Sovannara, his upline, to do in part-time to mobilize, encourage, motivate and train people how to do. It was not easy because he had to set up agendas for trainings and lead team members (downlines) to strengthen their competencies to do this biz.

Meanwhile, he made appointments with people and strangers to discuss about the new and modernized tactic ways to run this biz. This biz required strong commitments and patience to invest their time and money but they took free risk because they got their products after registering to take an account. Then they gathered to organize the Hot Training courses presented and shared by the successful uplines who firstly started the sessions such as training at the Intercontinental hotel with more than 500 participants, training at Cambodia head office and sub-office branches with more than 30 participants daily in Sangkat Phsar Thmei III and Sangkat Boeung Keng Kang I in Phnom Penh.

To improve the capacity building, Sawin attended in the MexTrain at Sokha Angkor with more than 400 participants and Angkor Century hotels with more than 350 participants in Siem Reap to strengthen and sharpen mind-set and heart potential power. He joined in groups to do the hot exercise to pull out of weakness. He led his downline members to train and discuss about the strategies to get more prospects to be members after he came back from trainings. He prepared and shared network business guidelines for training. He worked cooperatively and independently with downlines (Mr. Long Tha, Mr. Ly, Mr. Chhiet) and uplines Mr. Pang Nhoeun, Mr. Srun Kunthea and Mr. Mey Samon.

Moreover, he endeavoured obstacles and feedback refutations. This networking business was required him to attend the trainings both night and daytime with top leaders including Mr Tek Ket, Mr Loeung Chhay, Mr Chea Heng, Mr Chek Lim, Mr Chhim Sabonn, Mr Pang Nhoeun and Mr Srun Kunthea in order to get more motivated and encouraged. He worked with his upline Mr Prom Sovannara with some material supports. During trainings, all the trainees must do their best from their hearts to love each other. He was also trained overnight due to this biz was the deepest core of love businesses to let us make solidarity for our nation to gather one group, image of Cambodia. We did the network business but we also loved our downline partners in helping each other.

This biz was mostly met negative ideas and refutations from different people because the networking biz was very new for them complicated to understand clearly. They were advised to invest their money to do with purchasing the pre-products first and then became right-full members. Then they just convinced and trained only two of their new downlines to do as the same as they did. This networking business has its own motto called “CAMBODIA! HAPPY! CAMBODIA! HAPPY!” that filtrates into the world to be more aware of Cambodia. Sawin learnt from this business of time management and project plans to run any types of businesses, the ways to communicate with people and methods to lead personal businesses.

Started from March 2005 to October 2006

AEU has been one of the higher educational private institutes in Cambodia providing the training and education of Associate Degrees, Bachelor Degrees and Master Degrees. Sawin applied for the part-time English lecturer to teach students the Core English in 2-year and 4-year program as proposed by the university. As an English lecturer at the higher educational institute, he was to be in charge of teaching the high educational styles for the Associate and Bachelor Degree students in year 1 and 2. He made lesson plans and observed four-year students during the practicum period was beginning. He led students to study comfortably and enjoyably in groups and individually with handout distributions. He provided his students more homework and class exercises for checking and evaluating the percentage of the students’ language knowledge. He undertook the invigilation task when the state exams held.



He controlled and monitored students doing the exam independently without any cases of cheating activities. He took his students’ exam papers to score and submit to the Dean. He was invited to attend in the lecturers’ workshop to improve the ways of teaching and develop more technic skills in the modernized educational world. Moreover, he joined in the university meetings with staff in order to strengthen the friendship and cooperation between lecturers and staff. During teaching process, he was to make tests and reports to the Dean Ith Essara of Faculty of Arts, Humanities and Foreign Languages associated with the reports of students’ scores to the head of the academic affair office.



Every teaching activity, the lecturers rarely avoided the any negative and positive complains made by the students because the human-being natures. Consequently, Mr.  Sawin also met some positive and negative feedbacks from the students for changing purposes in ways to explain them. He said it was very good for him because he could have more critical thinking to teach. He was, of course, to understand the students’ abilities and natures. They traditionally waited for lecturing but not discussing or sharing the solutions in their studies. He followed the university rule in teaching and mixing reflexive activities. He met different ideas, attitudes, characteristics and appearances from students, who only came to study in weekend classes, were public and private officials related to the recent society performances. He presented and lectured clearly to students. He provided his students score lists and exam papers on time. Sawin was welcomed by the office staff and lecturers to work cooperatively for Asia Euro University which was gradually developing and enlarging the capacity.

Started from July 2004 to February 2005

After CLW was moved to Canada, Sawin applied for English part-time teacher at BTC reaching the interview session. He was approved by Mr. Chiv Soktha, the Center Director, to be the part-time teacher of English at The Boston Town Center closed to the Niroth pagoda located in Sangkat Niroth, Khan Mean Chey. He was in charge of teaching English from Level 2 to Level 4. He created his teaching lesson plans for the center and prepared the daily tests for his students. Most of the students came from the villages in Sangkat Prek Pra, Chba Ampov II and Niroth. Some of his students were monks from the Niroth pagoda studying with him. Teaching English at BTC was not so easy because he had to drive his motorbike from Boeung Keng Kang Pir after he finished his work at CLW in the evening before CLW moved to Canada. He raised a lot of points to make students think and made a decision in choosing correct answers in the lessons.



For instant activities in the class, he made some lesson games to make class fresh and nice to understand the core concept of each lessons. He successfully served the students with complete satisfactions during the English class attendance at BTC. The center arranged meetings weekly with English, French and Thai teachers to discuss about the methodologies and other teaching strategies to develop and increase numbers of students for the Boston Town Center.



In each six months, the center held the graduation ceremony for the students who successfully accomplished their courses. Sawin attended in the graduation ceremony on Saturday, January 1, 2005 to give his students the encouragements to strive studying languages for their lives to use in the social communications with other people all over the world. At the end of the term, he was satisfactorily invited by his students to join their parties. Mr. Chiv Soktha gave a warming thank for his teaching achievements.

Started from January 2003 to March 2005

CLW was one of the Translation/Interpretation Agencies running by the Chinese businesswoman who came from China dei kork. CLW was located in Sangkat Boeung Keng Kang II. Sawin was appointed to undertake the position of the Khmer editor and general office assistant in charge of collecting the data of service prices from various clients and to proofread and edit officially translated documents. He did the researches and accumulated the number of clients with NGOs, shops, stores, firms and companies plus distributing CLW’s brochure and leaflet dissemination. He was directly promoting, negotiating and advertising with CLW’s clients. He corrected and proofread texts in Khmer-English.



Particularly, he was to arrange invoices and send to the clients. Habitually in receiving urgent documents, he had to translate and interpret Khmer-English. He worked closely with his Operation Manager to go out for communicating with new and old clients. He made reports of translation services price and quality.



Oeur Sawin has participated in meetings to raise strategic ideas to CLW’s director. He attended the activities made by Ms Christina Liu such as doing some games during Chinese Happy New Year and arranging some quiz exercises while workshop happening. He shipped documents mutually with ILO and others. He worked so cooperatively and smoothly with Lak Sok Eang, the Operation Manager. After editing and proofreading, he went out with his boss Ms Christina Liu to take some visits at the markets. He interpreted from Khmer to English and English to Khmer for the boss. Mrs. Christina gave him a warming confidentiality and big thanks for the previous achievements for CLW in the past and bless him the great success after he left CLW.

NORTON UNIVERSITY (NU)

Executive Clerk to Rector
Started from December 2001 to January 2003



NU is the first higher educational private institute where Oeur Sawin was, based on his improvements and curiosities in self-development, to be appointed and promoted to be executive clerk to the NU rector in charge of designing newsletters, book covers, bulletins, banners, fliers and tabloids. He paid his particular attention to categorize involved documents in correct order for the tidy working room and easy finding purposes. Sawin was conducting the research by collecting information from the relevant higher education institutes in order to find out the NU’s weakness to be improved. He was organizing notice boards for issuing updated information and promoting advertisements for NU and BNN. He typed English texts and designed newsletters for Post-Graduate School headed by Dr. Elenida Mazo. He eagerly used his best of potentialities to learn new things in the designing fields. He extracted and searched the foreign styles of designs to redevelop NU’s publications.



Particularly, he printed Degrees, Certificates, formal letters and Students’ identity cards. He worked with Mr Samrith, Meas Sam Ol, Ou Phirum and Mrs Quenie as the rector room assistants. Working for Rector was not so easy but he was improving because he worked over time and under pressure as well. Here many things to design for the university business purposes. He never complained but he required new things to do. He was an easy-going and hard-working person who developed from the center security guard basic to the designer. He always kept updating his professional skills and to be reflexive and so smart in performing jobs due to the highest levels in the range of offices. He helped the rector type both Khmer and English documents especially for some lecturers’ documents such as Ben Chhum, Teav Bunlor, Chan Rath, Keo Sam Ol and Chamnan. He also designed business cards for Keo Sam Ol, Sok Uttara, Han To and so on. He revised designing tasks and designed bachelor degree form and produced ID cards and certificates.



For more event activities of NU, Sawin assisted regular conferences and meetings to make reports, capture official photos and program video activities for publishing advertisement and documented. He joined the annual university parties and trips to Preah Sihanoukville. He was satisfactorily required to design layout drafts in all before the approval was made. He attended in the short courses related to Secretarial Affairs especially the short term course of Internet Application, E-mail and the ways to make webpages with HTML codes. He supervised some staff for rector. He communicated regularly with various departments of the university.

THE BANANA CENTER (BNN)

Computer Operator and Office Staff

Started from March 1999 to October 2001



It was the first time of when Sawin left his hometown for the city work and continuous university study purposes. On 15 March 1999 after successful interview with admin director and rector assistant, he started to work as the BNN security guard to monitor the secured environment, to prepare some floors, to fix the electric wires in the BNN building, to distribute leaflets, brochures, banners at the target locations in groups and individual. He was working with Tay (electrician), Teng and Theng (electricians), Tin (Driver), Srey Mom (Cleaner), Run (Driver & Security Manager), Sok San (Driver), Borey (Guard), Sun Sari (Head Office), Pay Chheng Hov (Operation Manager), Oeurng Saratha (BNN Secretary), Sopheap (Gard), Hour (PC Instructor), Vantha (PC Instructor), Rith (Guard) and other staff. There were some rooms required all the staff in security, environment (cleaner), driving and electrical and other relevant fields to cooperate together to break bricks and walls to be redeveloped the building.



Keeping his commitment to continue at university study and highly skillful improvement, he was always taking care of his struggling day-to-day to jump out of this security guard job. He took his free time to attend in the computer room to learn. Accidently just a few months, his improvements were reached to the director to be aware of him as a developing person and call him to work as the office staff instead of security guard. According to his strong commitment to develop himself, Oeur Sawin was increasingly improved computer and language skills to topple out of his recent position to undertake higher responsible position of the executive clerk to the NU’s rector working closely with Ms. Quenie.



In his free time, he studied computer and English by day-to-day to cause his rapports to feel jealous and lazy with him. They were trying to find any of his mistakes of paying less work to report to the center director Mr. Chan Sokhieng (now NU rector). However, Sawin was suddenly appeared his improvements by the center director to be appointed and promoted to the computer operator and office staff in charge of investigating the instructing hours of the teachers and lecturers, managing and installing the students’ databases, copying significant documents, making reports on consumption of materials monthly, taking sometimes to teach students the English, shipping documents from BNN to NU and NU to BNN.



In addition, he controlled the BC campus environments, led the cleaners to do some clean wherever needed. He invigilated the students’ exam. He cooperated with Ms Oeung Saratha to work successfully to better and develop the Banana Center. Due to his current professional improvements, Sawin was satisfactorily promoted to change his position to be the executive clerk working with the Rector at Norton University. He improved fast because his strong commitment to work on the purpose of avoiding the non-developing person.

THE FIRST TEACHING ENGLISH AT SMKHS

English Part-time Teacher

Started from 1998 before leaving for the city



It was the first time of starting to teach English in the Serey Mongkoul High School (SMKHS) because Sawin was also busy in Grade 12 General Preparation Studies to do the Final General Education examination. He began to teach English just with 2 students through English Book One during he was staying in his Uncle Po Ol and Aunt Ming Muth in Rokakong II commune, Moukampol District, Kandal province during his high school. He studied and worked hard at the same time due to his house in Kampong Cham far from his high school. He also helped his uncle and aunt plant vegetables especially potatoes and sugar canes. He had to get early morning to assist potato preparation for his aunt to daily sell at the Chong Prek market before he went to school in the mornings and taught English in the evenings. He got increased more numbers of students day-to-day. When he taught English BOOK ONE, Headway, Streamlines, English Conversation Course and Grammar, he learnt the ways to create lessons plans for his students after he finished class. It was required him to be professional to start teaching.



Moreover, he was invited by other students to teach more conversations in English and English Book Two and some required to teach newspapers how to make structures, phrases, paragraphs and words constructing. He opened a small class to teach at his home in Taing Kork village. He promoted numbers of students to study English Book One. He had to read and take more new words daily. He gradually improved his professional skill of teaching. He took his free time to help his parents work in his hometown village, Taing Kork. He went to harvest rice and find woods for the family and sell for some benefit. He never complained and still tried to push his life to improve and reaching into the urban competitive challenging.
